The Intellectual Property Right Cell of Gauhati University (GUIPR Cell) was established in 2009 with the help of Assam Science Technology and Environment Council (ASTEC) to promote human resource of Gauhati University by providing assistance in various activities related to Intellectual Property Right management. Prof. Pratap Jyoti Handique, Vice Chancellor, GU is the Chairman and Prof. Prodeep Phukan, Department of Chemistry, GU is the Coordinator of the GUIPR cell. Activities of this cell are supported by ASTEC and the Department of Science and Technology (DST), GOI. The objective of this IPR cell is to create awareness and provide guidance to all the members of Gauhati University and students on various issues related to IPR. Since its inception, this IPR cell is working to create understanding among the faculties, staff and students of this university and affiliated colleges about various forms of IPR such as Patents, Copyrights, Designs, Trademark, Geographical Indications, Plant Varieties etc. This Cell has a provision of legal counsel with the help of the Patent Information Center, ASTEC Guwahati in terms of IP issues and policy matters to all the members within the institute.
As a part of our effort in building resources, Prof. Prodeep Phukan (Chemistry), Prof. Diganta Kumar Das (Chemistry) and Dr. Diganta Narzari (Botany) attended a workshop on IPR conducted by Patent Information Center, ASTEC and DST during 15-17th May, 2013.
The IPR Cell of GU keeps on organising workshops & seminars from time to time in an effort to enhance capacity building. Following is our recent initiative in this direction.
A Short Term Programme (ONLINE) on Intellectual Property Rights was organized by IPR Cell, GU in collaboration with UGC-Human Resource Development Center (HRDC) of Gauhati University, and Patent Information Centre (PIC) of ASTEC Govt. of Assam during February 1-7, 2021.
The programme was held in line with the objectives of the Department of Science and Technology (DST) New Delhi for one-week ( 6-working days) duration with 4-interactive sessions per day in an online, direct communication mode. The aim of this event was to sensitize the participants about Intellectual Property and share about the information related to IPR (such as Copyrights, Patents, Geographical Indicator, Trademark, Industrial design Trade Secrete etc.), Traditional Knowledge, Research ethics and related issues. The target participants are the teachers and officials of the colleges, universities, innovators, researchers and students. About 70 participants, all are from different colleges and universities from across the nation have participated the course. Resource Persons across the country as well as from abroad have delivered lectures and interacted with the participants during the course. Eminent personalities like Prof. Raj S. Dave (President, Davé Law Group, LLC, Virginia, USA, Chair Professor, Gujarat National Law University, & Chairman, Experts Group on Patent Facilitation Programme, DST, Govt. of India), Prof. Prabudha Ganguli (CEO, VISON-IPR, Visiting Professor, IIT Kharagpur, & IIT, Jodhpur Consultant to the World Intellectual Property Organization for IPR capacity building), Dr. Yashawant Dev Panwar (Scientist-F & Head PFC-TIFAC, DST, Govt. of India, New Delhi), Shri Chinnaraja G. Naidu (Deputy Registrar of Geographical Indications, Intellectual Property Office Building, G.S.T Road, Guindy, Chennai – 600 032), Dr. Vinay Thakur (IP Attorney, Cantor Colburn LLP, Hartford, CT 06103, USA), Dr. V. Sattigeri (Head, CSIR-Traditional Knowledge Digital Library Unit, New Delhi) and many others delivered lectures and interacted with the participants.
